Autograph Letter Signed to J Phillips, 1 page 8vo on embossed writing paper of the Treasury Chambers, with envelope, Whitehall, 21 February [1928]. Foreshadowing the European Community, Boothby remarks that he does not despair 'of seeing one day that economic cooperation in Europe without which to my mind lasting prosperity cannot be regained'.
Providentially and against common presumption, he claims that 'Things happen slowly in politics, but seed sown today may ripen ten years hence'.
