Letter Signed to Mr Warr, 3½ pages 8vo (rather soiled), Colonial Office (blind stamp), 31 July 1902. Regarding the censorship of a telegraphic messages from Natal.
'... I am informed by the War Office that all restrictions were formally withdrawn, as regards South Africa by the Berne Notification of the 19th of July 1902. Many were withdrawn locally before that date, but Natal, possibly, stuck to the letter of the law till the 19th. ...'
