'... I am much moved by two considerations. First I do not think that we of the present day ... are well qualified to lay down and to stereotype laws for those who are to come after us in respect to the use of ritual. Secondly I fear that the adoption of strong coercive legislation on this subject would be the beginning of a long series of troubles which please God may be avoided. ...'
