When in doubt about whether a letter may be a reproduction it is useful to read the text. It is surprising how often this is not done or not with any considered thought. One can see that here Ruskin is endorsing a copy of Turner's drawing of Fluelen and describing it as follows: 'for all uses of artistic example or instruction it is absolutely as good as the original'. No doubt the makers or distributors of the copy found it useful to have copies of this letter for adversiting purposes. Probably today the use of the words 'as good as the original' out of context would suffice.
