'... A book on constitutional matters can hardly be called a popular book, and I suspect that those who read it, and who would wish to do so, would as a rule do so in the original. ...'

A note in another hand on the third page identifies the book in question as Le Gouvernement, et le Parlement Anglais ('or a name very similar to that').
