Thanking Harding for congratulations on his succession [as Supreme Allied Commander Europe], and offering hope that Harding will be 'successful in finding a workable solution to the serious problem with which you are dealing'.
Harding was at this time military governor of Cyprus, where he sought, largely unsuccessfully, to bring about peace between the Greek and Turkish factions.
